Mokkari is a mad scientist with vast skills in genetics. Under orders from Darkseid, he and his partner Simyan created the Evil Factory, a monster-making genetics lab. With a large hatred of humanity, Mokkari wants to use his creations to conquer the world and destroy the top-secret genetics research facility known as the Cadmus Project.

Mokkari is made from a repainted Minimate. His face and costume details are all from water transfer decals. Mokkari's shirt tails are from a Street Fighter Minimate.
