There are times when a a bright green jumpsuit covered in question marks is not appropriate to wear. That's why the Riddler has a trademark suit and tie to wear as well. The suit makes quite a statement - it says that the common criminal Riddler is good enough to be part of higher society, while being gaudy enough to keep the attention of everyone on him.
